Charlie is the president of Evergreen Institute and typifies the broad spectrum of experience that board members bring to our non-profit venture.  A CPA, financial manager, building contractor, and Master degreed counselor, Charlie is an ideal member for the mission we serve.

James S. Cioe, LADAC - Executive Vice-President and Director

Born in Chicago in December of 1953, Jimmy comes to this non-profit with a lifetime of experience in addiction, recovery, treatment, and healing.  That experience covers fourteen years working within and managing every evidence-based modality used in drug treatment today.  His curious mind leads him to place these issues within a broader historical context and to search the farthest edges of holistic medicine and healing.  His vision involves melding disparate elements into a greater whole.  His desire is always to work as a team, create a safe space for truthful communication and consensus, and lead team members to greater efficiency and proficiency.  Jimmy loves long-term residential treatment as a means of turning lives around.



J. Michael Moye, EA, ATP - Treasurer

J. Michael Moye is a native of Albuquerque, New Mexico.  A 1974 graduate of the University of New Mexico, Mike joined his father, Don Moye, in his tax and accounting practice in 1986.  Mike is an Enrolled Agent with the IRS and in 1992 established Moye Tax Services.  In 2005 Moye Tax Services merged with Ollie Waters, CPA, to form Moye, Waters LLC, specializing in tax preparation, non-profit audits, and general accounting (i.e., bookkeeping, payroll, reconciliation, etc.).  The merger brings a combined accounting expertise and experience of more than forty years to clients.

Throughout his professional career, Mike has been involved with the New Mexico Society of Public Accountant (NMSPA). From 1988 to 1992, Mike served as New Mexico State Director for the society; and in 1992 received the state director of the year award from the National Society of Accountants (NSA).  On June 25, 2003, NSA president Harold Krieger installed Mike as President-Elect of the NMSPA.  Today Mike is Executive Director of NMSPA.  He has served as a member of the NSA Technology Committee, NSA Leadership Committee, and sits on the NSA National Regulatory and Oversight Committee.  

Mike and his wife Carol were married on July 4, 1970.  In his spare time, Mike is actively involved as a community leader and volunteer.   He serves on the Finance Committee for Albuquerque Healthcare for the Homeless, and was Governor of the Dos Rios District for Sertoma International, a community service organization that focuses on the hearing impaired.  He is Treasurer of the Albuquerque Sertoma Club.  Mike is involved with the New Mexico Boys State program sponsored by the New Mexico American Legion.  This leadership program provides a venue to showcase the democratic process in action for high school juniors.  Mike is currently Activities Director for the program.  

In his spare time, Mike bicycles, hikes, and mountain climbs.  He just recently completed his annual summer bicycle trip.  This trek began five years ago in Palomas, Mexico resulting in a bicycle ride that has taken him across the United States to Jasper Canada.  He is an avid hiker and can be found most weekends hiking/climbing the Sandia Mountains in Albuquerque, New Mexico or the Collegiate Peaks in Colorado.  In July of 2007, Mike successfully climbed to the summit of Mt. Rainier in Washington State.  



Mark Walch, MA, LPCC - Secretary

Mark has been a practicing psychotherapist since 1983.  In that time he has held a number of positions in a variety of mental health settings.  After teaching school for 2 years after graduation from Williams College in 1980, he received his MA in Counseling from Michigan State University in 1983.  He worked with adolescents in distressed schools to help with living skills and drug use prevention.  He also worked for 2 years at the New Birth Center, a methadone treatment program in Lansing.  During this time, he conducted a NCAA study on drug use and Division I athletes.  He then moved on to working in an outpatient mental health center doing two years of individual therapy, couples therapy, family therapy, and developed a specialized sex offender treatment program. 

Mark moved to New Mexico in 1986 and worked at the UNM Mental Health Center in an Axis II intensive outpatient treatment program.  This program was based on a psycho-dynamic model and milieu therapy orientation.  Following that work with adults, he started working with Heights Psychiatric Hospital as the experiential and wilderness therapist working with youth and adults as well as substance abuse clients and school programs.  He became department director after two years and expanded the department to working with corporate clients and other outpatient groups to develop team building skills.  

Following seven years with the hospital, he started Stratmar Consulting Group, LLC to provide corporate consulting and other outpatient wilderness treatment programs.  Within this client group, leadership development through mentoring programs was co-created with Mike Shenkman and the Arch of Leadership Group.  This has allowed for intensive individual work with corporate and community leaders and developing leadership capabilities.  Local firms involved are Intel, Sandia Laboratory, Emcore as well as a number of not for profit institutions in Albuquerque.  Stratmar has also recently been hired to manage a High Ropes Challenge Course for the collaboration between Sandoval County and the NM National Guard.  Stratmar was involved in designing and building the course, as well as five other courses in the Albuquerque area.  

Mark is also the executive director of New Directions Institute, a not for profit corporation operating out of Albuquerque and providing therapeutic interventions with state and county programs offering wilderness therapy programs for participants. The regular groups provided include Second Judicial District Juvenal Drug Court in Albuquerque, Sandoval County DWI multiple offender program, UNM reagent Scholars program as well as other irregular contracts to provide adjunct intervention with experiential therapy and wilderness programing.  Mark has also worked with the UNM Woman's Soccer Team in performance nutrition and leadership skills.

On the personal side, Mark enjoys the wilderness and mountains and considers himself a deep ecologist.  He is actively involved with the Ayurvedic education as well as other complementary philosophies in the process of helping others reach their potential and fully participate in life.  He has climbed over 60 14,000 foot peaks as well as a large number of challenging mountains, including Mt. Kilimanjaro in Africa.  He has spent time internationally working with educators and helping with exchange programs between independent schools around the world, assisting with developing nations education.  He was a varsity wrestler and baseball player in college as well as a varsity high school wrestling coach for 6 years after college.  




Seth Sparks - Vice-President

Seth Sparks is a shareholder and director in the Rodey Law Firm.  He is a member of the firm's Litigation Department and Executive Committee.  He practices in the areas of insurance bad faith, trucking litigation, professional liability (including legal malpractice), products and general liability, commercial litigation and real estate litigation.  From 1994 through 1996, Seth was a law clerk for The Hon. John Edwards Conway, Senior United States District Judge; District of New Mexico.  Seth attended the University of New Mexico School of Law, and was a staff member of the University of New Mexico Law Review, and a Notes and Comments Editor from 1993-1996. He earned his undergraduate degree at the University of New Mexico.  Seth is an at-large member of the Real Estate Appraisers Board of the Regulation and Licensing Department for the state of New Mexico, and was recently appointed to be the chair of the Rules Sub-committee, which was charged with creating new administrative rules governing appraiser and related entities.  He has served on a number of non-profit boards including the B'nai Israel Board of Trustees, Jewish Federation of New Mexico, and the Rio Grande Regional Convention Corporation.  Seth is a native New Mexican.  He is married to Veronica Sparks, and they have a son named Kenny.  He is a member of the UNM Lobo Club and a fan of Lobo Athletics.
